Tasks for the Minister of Defense

With very little noise, the minister Carme Chacón is finished legislative works that come unfinished from much behind. Of course, the day that the BOE publishes in a law of rights and duties of the military men, there will have ended a cycle that started after the first democratic elections. Not to be surprised (or yes): the topics that have to do with the military men have been late very much in normalizing in Spain. But there we are civil and military doing that soon we all are like the most democratic countries of the world.

A few days ago there were decorated a few military men who staked the career for fighting for the democracy: those of the UMD. Thirty five years later.

They tell me that there have been meetings between organized subofficials and persons in charge of the Department. Thirty five years later.

Nobody discusses that Spain has to send soldiers to the operation ISAF in Afghanistan to an operation ”in a highly risked stage of conflict and war” (Chacón in the Congress, thirty five years later).

It has cost us thirty five years, but we are already to two fingers of being a country like the others.

Let's suppose that in these months the minister achieves that the laws that modernize our Armed forces end up being approved. Let's give for fact that the Decrees and the Orders will go in the same line. What will the minister Chacón have left for what it remains of the term?

The Defense Department has a characteristic that him differs from all the rest: the Subsecretariat does not deal with the Budgets; only in the Defense Department there is a State Department that takes the accounts, the expenses and the income. It does not happen in any other department.

If we were in times of the cold war it might deduce that it is a copied model of the Soviet one. If we analyze the complicated of the childbearing of the Defense Department, we would extract the conclusion that is a small residual detail of the power of the Armies in the department.

When the minister has a little bit free, that thinks about this curious organization of his department. The consequence is the autonomy of the industry of Defense and the difficulty of fitting it into the general industrial policy of Spain.

The State Department of Defense takes as a principal function to deliver to the military men the weapon that need here and now. Previous, small industrial planning; early forecast, less. The State Department takes as a maximum priority to invent the financial formulae to pay the immediate demands of the Armies. Or the demands to attend "just in case". "Just in case" military man costs to the Spanish much more than the military need.

There we walk buying a few armored cars that will never be used ("just in case") while we run to the markets to buy vehicles RG-31 to what it is and as it is because it is the real need. It is an example.

And already that General Dynamics of shift will tell us that those vehicle necessary have been made in Spain. It will be - obviously - a pious lie. In this of the Defense or the things are defined with time or in the end it is bought what they want to sell to you.

I have heard that the State Department is going to publish a few books balancos on military needs. I do not believe it. Or the minister demands that it should clear up what it is necessary to buy and why or we will not have solution to this inefficient and expensive model that we have.

It is known that in all the countries that have forces fighting in the exterior, the debate on the means is permanent; but here it has not started because the organizational model has not wanted to be designed so that that is possible.

When the minister finishes the legislative works that it has now ahead, it has to sit down with the military men and to ask them: if the foreseeable conflicts are these (the document Sun porch will fix them) what weapon do you need? And then he will say to the Secretary of the State of Defense: there say to him to the ISDEFE and to the CEDETI and to the CEOE that if this weapon can sumistrarnos and when. I simplify very much, of course, but this way it is understood that the current model of provisions of Defense cannot continue; that the current model of organization of the Defense Department cannot continue.

The minister Chacón does not know what I wish one day to finish the important legislative work that it has attacked and to start working with the same enthusiasm and efficacy for the modernization of the model of provisions and organization of our Armed forces.

It does thirty five years a Defense Department was organized to the measurement of a few circustancias, it is already a time to put it in equality foot with the others.
