Serenity with that thing about Waiter

Love or not love, everything what it is spending about the judge Baltasar Garzón, he needs urgently a certain serenity in the analysis and in the opinions. I do not begin to think why this happens, I want only to attend on two matters that today they tear to opinadores and to magistrates: the accusation of Franco's diet and the use of listening in the communications of a few lawyers. It is thought in favor and against that the judge Waiter should have acted correctly in two matters. And, also, it is thought purely and simply on Waiter.

The judge Waiter thinks that the crimes committed by Franco's diet, finished the civil war, they can and they must be judged. Others think that the amnesty law (approved by the Spanish democrats) this performance prevents. One defends that there is a top law that proteje to the human rights and condemnation the crimes against the Humanity. And that both are of full application in this case.

It is a juridical openwork debate. It is a political debate of international transcendency.

Uncomfortable? The most uncomfortable. Because if it is already difficult to re-open pits of shot by the Franco supporters, to raise a universal judgment to those who arranged these executions it is today in almost impossible Spain.

But I speak about legality of the attempt. Is it possible to achieve that the amnesty law is void? Since that the lawyers speak. And that the citizens think. Two lines me temos that are not going to be coincidental.

Yesterday a person with big historical sensibility was saying to me: "the origin of the Mafia is precisely the moment with which the Justice and the Right do not coincide”. I hope that we all should give a return to this idea.

But the judge Waiter has another open front. This matter goes of lawyers. Can be recorded the conversations of a few supposed delinquents with his defense lawyers? Even more: accomplices of his clients can they record defense lawyers conversations possibly?

This matter exceeds me. The first answer would be that the conversations can never be recorded in the jail of a lawyer and his defended one. The second answer would be that the district attorneys have considered important that what there one was speaking important age to specify a crime.

Already that we are before the most important case of corruption of the PP. But I demand that no progressive accent of thinking that to condemn an adversary it is necessary to do it in accordance with the Law.

I do not have the minor doubt that in the PP there are a few scoundrels who have made a profit with the case “Gürtel“. Less doubts I have of that Franco's diet committed atrocious crimes finished the civil war (please, the happened during the war make it separate), but I ask nobody to approach these crimes without a law in the hand.

In a democracy one fights against the Law. There is times that at least not even having the reason are gained. And let's not forget that the mafias originate when the Justice and the Right stop coinciding. Do not be going to be that we are incubating the egg of a terrible snake: a mafia in the world of the Justice. Waiter is an anecdote: all the politicians and the lawyers should think about the transcendency of what we have between hands.

It has to break a Savings bank

I make sure you that I do not understand why the Spanish Bank already does not give a punch in the table of the Spanish finance. The businessmen walk asking from knees to them to give them money for his normal activity. I do not speak about the real estate ones. And they obtain not even an euro. Why? Is it that the Boxes (and the banking) does not want to be big enough? Error: the banking and the Boxes gain money being big enough. Then: why are not they big enough? Since why do not they have money to be given.

The whole Spanish financial system is damaged through the fault of the real estate crisis, but the Savings banks (be saved the one who explains it) more.

The Spanish Bank can decide that the property assets of Boxes and banks it is necessary to devaluate 30 %. That to a bank leads him to increasing his own resources or to his loans diversifying. But the Boxes (be saved the one who explains it) are victims of his credit monoculture: the houses. And they do not move.

Venezuela, Israel and Iran

It is normal that the international politics topics talk each other with a lot of prudence, with a lot of care. Even with a lot of cynicism. But this way the world works and this way impossible tensions are avoided. We walk these days with a People's Party that wants that the government of Spain is very hard with the government of Venezuela. It is curious that the PP always has ahead the “model Perejil” to be related to a country that has differences with Spain. We already live through similar patriotic tensions when we fight against the rifeños in Morocco years before the Civil war. The PP seems that only he reads the History to repeat it. And that is impossible.

Venezuela is a country that can slide towards the dictatorship, but the mayor of Caracas is still opposing to the government of Hugo Chavez. Spain is right in supporting all the channels opened with that country and much more when there can be touches of presence of ancient or recent members of ETA in this territory. I believe that the things are done well and with prudence. And that the PP goes of radical without the felt minor of the State. To worry only the just thing: when Gustavo de Arístegui is the Secretary of State it will act just as the minister Moratinos. The sorrow is that it is going to be very difficult that the minister of the branch names nobody to Arístegui.

But there is a problem that does not draw into the Spanish public opinion: the possible nuclear rearming of Iran. Worse still, this international risk (and national) considers that it is a problem of Israel. And as it is said that Israel is an enemy of the Palestinians since that thing about Iran enters directly the confusion.

Has anybody in the PP said anything on the problem that represents Iran for the world peace and for the interests of Spain? Nobody. The important thing is Venezuela.

I have said that in international politics there can be certain cynicism doses, but in case of Iran and Spain the doses are “of horse”.

Everybody knows that Iran is a danger for the most dangerous area of the world. But everybody entrusts that - come an extreme situation - the problem will solve his Israel.

There is no strategy decided about blockade to the Iranian nuclear programs. There is always a country slightly more ready than others that sells what is to Iran to gain a few dineros. That one ready is putting us in danger to all. Included to Spain.

It is convenient that it is known that we have soldiers in the area, businessmen in the area and certain ethics for the area. It cannot be that we are spectators of a possible nuclear power in Iran without the voice of Spain being heard round and awkward. It cannot be that a few threats of the president of Venezuela open a showy debate between the Spanish socialist party and the PP and that Iran could enrich uranium turn out to be a news about the page of international events.

Spain should be very round condemning Iran. Just as it should be (as it is doing it) very diplomatically with the infantile points of Chavez and his government.

With Venezuela we stake that the right suffers already dry colonial perspirations. With Iran we stake that half a world (ours) turns to find of face with the terror.

It cannot be. And the most cynical of the question is how we judge Israel. Israel cannot be applauded by his politics with the Palestinians. And I make sure you that I am also ready to discuss the topic somewhere here. But what is not of receipt is that it turns out that we all are scared by the danger that represents the Iranian nuclear power and that we all sleep calm because there Israel is to solve the problem.

In equal Spain some of them have Venezuela badly fitted, others to Israel, but almost they all support silence on Iran. It will be necessary to give him the thought-out one.

I am ready to analyze the debate on economy in the Congress of the Deputies. I even am going to punctuate the different interventions. But I cannot for less that to think that the news about the day is the discovery of a new facet of Mariano Rajoy: Mariano Rajoy likes the anarchistic movements. Really that when I listened to it was not giving credit to what it heard. The registrar of the property and leader of the PP, Mariano Rajoy, asked the Socialists that be infuriated and throw Shoemaker.

Rajoy neither raised censoring motion, nor requested early elections, anything of that: he asked the socialistic deputies to remove Rodriguez Zapatero of his responsibility of prime minister. That is to say: I cannot win after two general elections; I cannot win in this Parliament; but I will be able to win (perhaps) if the Spanish socialist party replaces his leader.

The fact is that if it is not listened he does not believe.

In the end, it is this temptation of certain right that there believes proprietress of Spain and of his democratic organization (or of other one). And if it does not happen this way, he asks his adversaries (to the left) that is infuriated against his leaders. It is old, it is known and in these times a useless strategy.

That it is known that the debate has not been useless. I am sure that big agreements are not going to subscribe. But some punctual agreements yes will be signed. I refer, skylight is, to the PP and to the Spanish socialist party.

Who has gained this debate? Since there is no clear winner because there have been two debates. One was on information and measurements, that Shoemaker has won. Other was on sensations and frames of mind and this debate has gained his Rajoy.

What is sure is that Shoemaker knows that his future is much tied to the economic situation and that Rajoy will not dare to say anything that could allow to Financial Times a leading article against Spain.

So, I repeat, it has not been a useless debate: we have amused ourselves and thrilled with Rajoy and have learned with Shoemaker.

The new military men

I believe that the citizens we should pay attention to who our new military men are; the Spanish military men. Because it even does very little, a military man was equal to someone of an extreme right. Because it even does a little more, a military man was a rebellious colonial warrior. And it turns out that today a Spanish military man defends his Constitution and fights in united international conflicts. And even the life can be left in the determination. If the History is not known, equal one does not give him the thought-out one these nor are valued sew.

I understand that all the honest citizens we are turning to how we extract to our economy of a serious crisis. But some of us do not forget that – simultaneously - there are Spanish who are staking the life in many places because this way the Parliament has decided it.

Have you heard some official destined in the Balkans or in Lebanon or in Afghanistan claiming the political power? They are not even heard, it nor happens to the citizens to think that that would be possible.

You complain of subofficials or of officials or of soldiers on his conditions of life or of career, they are; but you complain on why they send them and why, not a word.

To applaud a little more these military men I have to remember that, a very few years ago, other military men in warlike missions in Morocco, considered to destroy what they were considering to be a disorder. And it was simply the most difficult debate of the freedom. And you already know what it spent.

They were they (were) a few traitors and they dishonored his uniforms.

I believe that it is important that the citizens know that today there is practically no military man who has not lived through two experiences: 1st that his life has been close to the death, 2nd that his work has always been inside a few laws.

I understand that for those whom the Armies do not follow closely that thing about, comments as this one can look like strangers. But it should not be like that. Spain has had many dramas of coexistence in which the solution has been military and violent.

That the today military men are not opposite to the democratic system, it is not a news, but it is news. And raisin that there are military men who die in missions that the Parliament entrusts them and of uniform it happens to nobody to doubt our coexistence norm. We cry together.

Read our History and then give a hug to the new military men for his sincere incorporation to the democracy. That already that is the logical thing, but do not believe that the things of the freedom have been easy.

Today we are like all the democratic countries. In Holland a government falls down for the differences on Afghanistan. In the USA it is debated on the war times. In the United Kingdom they walk discussing the Defense expenses. In Spain there is still doubted if we walk in war or in armed humanitarian aid. Since today we are like they: we debate what is, but we do not put in question our democracy.

Spanish citizens, for already a happy time, the military men belong to ours. And texts like this one have not any sense.

Transparence in the House of the King

It seems that the arrival to the Palace of the Operetta of Ramón Iribarren like person in charge of the department of communication, it has produced changes in the way of the Royal house being related to the means and to the citizens. Now we can know the part that should be of the real agenda and can visit in the social networks what from the House is published. It is very well and is opportune, but the bad thing is that the transparence has no tones: the things are transparent or they it are not and the way by half that it has opened mister Iribarren of course is an error.

If he competes for the transparence it has to be with all the consequences. If opaque areas are going to be supported, better not to open the process, not the debate.

Since I am sure that in Spain to open today the debate monarchy, republic is a time of political time, it is therefore I am allowed to think to myself that Ramón Iribarren is going to have problems. And it is going to create problems. Therefore he has advised? No, for remaining by half.

It is not possible to be blind and dull before those who ask which the accounts of the Royal house are and, at the same time, to make the agenda of the Head of the state transparent.

I repeat my idea of that this communication step has been an error: 1st for inopportune, when all those who order something walk of crossed interviews 2nd on instigator, when there are politicians who ask to know the expenses of the first magistracy.

It was sure that someone sold to someone this idea as a progressive idea. And it it is. The bad thing is that everything is a partial idea of that a progressive cannot divide.

Or the House of the King is transparent or it it is not. I can to ceptar that it is not to support a certain mystery dose with this special figure that is the monarchy, but if anybody agrees that it is necessary to be transparent, since it is necessary to be transparent.

The politicians of IU or of ERC now have been loaded with reason when they demand to know the budget accounts of the Royal house. There is no way of which the Government denies them.

Can we meet whom the King receives in Operetta but cannot we know how much costs Operetta? It does not go if possible.

Already that the crisis, the agreements, the intensive life that occupies us do that this matter is much minor. It can be. But that I know the whole world that (and other Socialists as I) we do not open the debate on the transparence in the Royal house, but if this transparence is opened by half, a Socialist who creates in the monarchy thinks that that cannot be.

Or agreed mystery or entire transparence. Stained averages, no. And, all this, in defense of the Monarchy.

Tasks for the Minister of Defense

With very little noise, the minister Carme Chacón is finished legislative works that come unfinished from much behind. Of course, the day that the BOE publishes in a law of rights and duties of the military men, there will have ended a cycle that started after the first democratic elections. Not to be surprised (or yes): the topics that have to do with the military men have been late very much in normalizing in Spain. But there we are civil and military doing that soon we all are like the most democratic countries of the world.

A few days ago there were decorated a few military men who staked the career for fighting for the democracy: those of the UMD. Thirty five years later.

They tell me that there have been meetings between organized subofficials and persons in charge of the Department. Thirty five years later.

Nobody discusses that Spain has to send soldiers to the operation ISAF in Afghanistan to an operation ”in a highly risked stage of conflict and war” (Chacón in the Congress, thirty five years later).

It has cost us thirty five years, but we are already to two fingers of being a country like the others.

Let's suppose that in these months the minister achieves that the laws that modernize our Armed forces end up being approved. Let's give for fact that the Decrees and the Orders will go in the same line. What will the minister Chacón have left for what it remains of the term?

The Defense Department has a characteristic that him differs from all the rest: the Subsecretariat does not deal with the Budgets; only in the Defense Department there is a State Department that takes the accounts, the expenses and the income. It does not happen in any other department.

If we were in times of the cold war it might deduce that it is a copied model of the Soviet one. If we analyze the complicated of the childbearing of the Defense Department, we would extract the conclusion that is a small residual detail of the power of the Armies in the department.

When the minister has a little bit free, that thinks about this curious organization of his department. The consequence is the autonomy of the industry of Defense and the difficulty of fitting it into the general industrial policy of Spain.

The State Department of Defense takes as a principal function to deliver to the military men the weapon that need here and now. Previous, small industrial planning; early forecast, less. The State Department takes as a maximum priority to invent the financial formulae to pay the immediate demands of the Armies. Or the demands to attend "just in case". "Just in case" military man costs to the Spanish much more than the military need.

There we walk buying a few armored cars that will never be used ("just in case") while we run to the markets to buy vehicles RG-31 to what it is and as it is because it is the real need. It is an example.

And already that General Dynamics of shift will tell us that those vehicle necessary have been made in Spain. It will be - obviously - a pious lie. In this of the Defense or the things are defined with time or in the end it is bought what they want to sell to you.

I have heard that the State Department is going to publish a few books balancos on military needs. I do not believe it. Or the minister demands that it should clear up what it is necessary to buy and why or we will not have solution to this inefficient and expensive model that we have.

It is known that in all the countries that have forces fighting in the exterior, the debate on the means is permanent; but here it has not started because the organizational model has not wanted to be designed so that that is possible.

When the minister finishes the legislative works that it has now ahead, it has to sit down with the military men and to ask them: if the foreseeable conflicts are these (the document Sun porch will fix them) what weapon do you need? And then he will say to the Secretary of the State of Defense: there say to him to the ISDEFE and to the CEDETI and to the CEOE that if this weapon can sumistrarnos and when. I simplify very much, of course, but this way it is understood that the current model of provisions of Defense cannot continue; that the current model of organization of the Defense Department cannot continue.

The minister Chacón does not know what I wish one day to finish the important legislative work that it has attacked and to start working with the same enthusiasm and efficacy for the modernization of the model of provisions and organization of our Armed forces.

It does thirty five years a Defense Department was organized to the measurement of a few circustancias, it is already a time to put it in equality foot with the others.
